Luther Home of Mercy


Luther Home of Mercy is an Intermediate Care Facility/Mentally
Retarded (ICF/MR) for adults who have mental retardation
and/or developmental disabilities. It is licensed by the Ohio
Department of Health and certified as an ICF/MR Provider 
under the auspices of the Ohio Department of Human Services.

Mental Retardation (MR) describes a person who develops at a
below average rate and experiences unusual difficulty in learning,
social adjustment and economic productivity. With regard to IQ, 
persons with MR score below 70. All areas of functioning can be 
affected and the condition exists from birth. It is NOT a disease 
and it should not be confused with mental illness.

Developmentally disabled (DD) persons are born normal. However,
at some time prior to their 22nd birthday, these individuals
experience some kind of permanent damage which impairs their
ability to function within a "normal" range of intelligence and/or 
capability.

Individuals with mental retardation/ developmental disabilities
constitute one of the largest single handicapped groups in America.
Approximately one hundred thousand (100,000) newborns a year
are diagnosed with MR/DD. Today, one out of ten American families
have some direct involvement with MR/DD.

By way of its Articles of Incorporation, LHM is a non-profit
organization affiliated with the Lutheran Church. The Home's
Constitution places the Home's ownership with a volunteer 
Association. Established in 1980, this Association is comprised 
of a cluster of Lutheran and Non-Lutheran churches. Each 
Association member congregation has made a formal 
commitment to support the ministry of LHM.

Luther Home of Mercy is governed by a Board of Directors. These
Directors are elected at an Annual Meeting of the 
Association of Congregations.

This fifteen (15) member Board of Directors is composed of 
volunteers from the communities that surround Williston. The
Board is made up of a variety of individuals, each with unique
areas of expertise to offer. The Board employs and delegates 
responsibility for management to an Executive Director. The
Executive Director is responsible for the total operation of  LHM.
Department directors are then responsible for various functions 
throughout the organization. They report to the Executive Director.
